1. Assignment and Purposes of the Project

The project in the unwrapped kind is intended for organizational and knowledge support of situations, structures, processes of the administrative, technological and technical responsible decisions acceptance which connected with innovation and development in the industrial sector of Ukrainian economy.

The project provides substantial organizational association both of national interests in the field of industrial policy realization and of creative students activity, post-graduate students, young academics, scientists and experts on industrial sector. System, synergy and experience connection of: (1) the tasks of industrial policy, (2) educational processes adding the high school educational programs, and also (3) collective and individual creativity, — is focused on rational preparation of important changes for this sector efficiency.

The project is the structural component of the Innovation Programs of the National Humanization Center for Engineering Education and Institute “Natural sciences, Technics and Man” at National Technical University “Kharkov Polytechnical Institute” (see Appendix 1).

The Project activity is unwrapped in the Students Palace of at NTU “KhPI” as on one of experimental platforms of the Humanization National Centre.

The intermediate organizational result of the Project should become as
The Organizational and Knowledge Innovation Experience Center for Industry.

2. The Tasks which are solved during development of the Project

Explore the ground of situations in an industry of Ukraine for revealing and prevention of the crisis phenomena, detection of a healthy basis for innovations and development, and also transformation them in market type (if it is necessary).

Deployment of an uniform infrastructure for directly development and decisions acceptance in the current situations of administrative experience and for equipment them by structures of the up-to-day staff support and training.

Outstripping support of the governance/managerial/administrative and technical-technological decisions acceptance centers.

Maintenance of continuous access to organizational, manufacture, and knowledge resources of the industrial enterprises, applied R&D, also to sources of the inventions and know-how.

3. Direction of the Project Structures Activity

Monitoring of the current and perspective industrial situations and markets.

Modern mechanisms of practical marketing for an industry.

Development of the innovation and modernization projects and programs.

Formation and promoting of intellectual resources of Ukrainian industrial sector
at the world markets.

Study and analysis of the destabilization processes factors in Ukrainian industrial sector
(in comparison to similar processes abroad).

The analysis of conflict situations in Ukrainian industrial sector structures
and in their interactions with other structures.

The analysis of legal bases influencing a situation in an industry.

Development of the offers under the decision of industrial sector problems.

Preparation of the authentic information about the current events in industry and around of it.

Consulting of the enterprises administrative and engineering personnel.

Distance training and upgrading of the enterprises personnel.

Analytical measures (seminars, teleconferences, etc.).

Information releases (operative and regular, on various materials).

Video, phono-, info-databases and libraries.

Scientific, educational, methodical and etc. editions (on various materials).

4. Structure and Mechanisms of Activity

The design complex consists of the three basic units:

The Design Bureau — works on the basic directions of the Project activity.

Creative Workshops (Club) — in free discussions the knowledge innovations (see Appendix 2) are prepared, and the human resources are developing in design collectives (see Appendix 3).

Internet-Cafe — provides self-repayment technical components of the Project (Internet channel, phone/fax).

5. Basic Products and Results

Web-magazines in Internet with presentation materials about the industrial enterprises, technologies, technics, about the inventors, rationalizers and inventions, about scientists and organizers of an industry, about applied scientific developments, scientific conferences, seminars and workshops, about results of expert and analytical works, about national, regional and industrial innovation programs.

Reliable and continuous communication channels with sources of analytical, expert, scientific, design and innovation developments.

Databases on industrial policy of Ukraine, on engineering and technology, inventions and know-how, on scientists, experts and advisers, on innovation projects, etc.

The network forms of Public Relation campaigns organization.

Formation of advanced experience carry structures with use of vacancies at the foreign enterprises and in the R&D programs.

6. Sources of the Project Activity Financing

The orders for realization exposition, presentation, information, analytical, design etc. developments.

Developments which are carried out on the grants.

Accommodation on the web-pages the banners and references to information resources of the enterprises and firms.

Internet-Cafe.

7. The I-st Stage of the Project Activity deployment

The basic content of works on the I-st stage is the creation of an Internet-magazine and share base of the Center.
